1. General terms

1.1.    Terms of use for Scientific library of the South Ural State University (national research University) (further referred to as library) are the document, regulating the relationship between users of the main university library. Relationship between users of the University branches’ libraries are regulated by separate Rules.

1.2.    Terms of library use:

-        define groups of individuals, who are included in library users;

-        define the order of access to the information resources of the library, types of services and conditions of usage for different user groups;

-        regulate rights, duties, responsibilities of library and users.

1.3.    The document, which gives the right to use the library, is library card with a barcode – reader’s identification in automated library information system (ALIS).

-        For students of part-time and intra-extramural form of studies library documents are a student ID with library barcode and academic record book.

-        For students with academic debts, without renewed student and library IDs, service library documents are academic record book and letter from the dean’s office, which can be used only at reading rooms.

1.4.    SL University users recognize the validity of information about ordered, checked out, renewed and checked in titles, indicated in ALIS electronic user record.

2.      Library user categories (groups)

2.1.    Users of the library are staff and students of the University, and other persons, registered as library users.

2.2.    All library users are devided into following groups:

-        User group À:

§  students of the main university;

§  full-time post-graduate students;

§  doctoral students;

§  faculty and staff of the main university (academic teaching staff and educational support staff);

§  long-service employees of the University.

-        User group Â:

§  part-time post-graduate students;

§  main university personnel, not related to educational processes;

§  students of University branches;

§  teaching staff and personnel of University branches;

§  teaching staff, staff of specialised secondary educational establishment and schools, which  have entered into an agreement with the University;

§  candidates for a degree (in accordance with the contract);

§  participants of the University courses;

-        User group Ñ:

§  part-time teaching staff and personnel of the University;

§  other persons (individuals and legal bodies), who are not employees and  university students, registered as library users;

3.      Rights, duties and responsibilities of library users

3.1.    Users of all categories and groups have right to:

-        get high-quality, efficient and comfortable library services

-        use of wireless Internet services (Wi-Fi)

-        express their opinions, comments, suggestions on the work of the library orally and in writing form, ask questions about the organization of the service and receive answers and explanations, including web-page «Guest book» on the site of the library

-       appeal against unlawful actions of the library personnel, infringing on their rights, addressing higher administration

3.2.    Users of the group A have right to access all the complex of library services at the loan desks, in reading rooms and inter-library loan. Members of this user group have permanent library card. It’s validity is established according to the terms of work or studies of the user in the university, but not longer than one academic year.

-        Part-time students, included in group A have right to loan documents only at the loan desk for part-time students.

3.3.    Users of the group B have right to partially limited access to the library service and full access to additional services. Library services for this group are available only in reading rooms. Every user of this group have temporary library card. Period of it’s validity is established according to the purpose of the visit to the university library and can be given for the period from one day to one year. Validity period of the temporary library card can be extended.

-        Teaching staff, personnel, post-graduate students and students of the university branches have right to use inter-library loan and electronic document delivery services.

3.4.    Users of the group C have right to get library services only in «Professorskiy» reading room for charge. Every user of this group is given temporary library card.  Period of it’s validity is established according to the period of user registration in the university library.

3.5.    Library users should:

-        follow the terms of use for SUSU Scientific library.

 -   not pass library card to other person and should not use other person’s library card.

-        immediately report the loss (theft and other) of library card to the department of library users registration and recording.

-        be careful with the documents, taken from the library: do not mark or underline anything, do not  tear out or fold down the corners of the pages, etc.

-        thoroughly look through the received documents and inform the librarian in case of finding any defects.

-        not take out books and other printed items from reading rooms and loan desks without a mark, made in electronic user record or special permission of a librarian.

-        return borrowed items within the period, specified in Terms of use.

-        return all borrowed items in case of dismissal from the university or employment termination, give back library card or it’s copy and get the signature for the departure checklist library section.

-        show library card at the entrance to the library.

 -  check the outwear in the checkroom  when visiting library.

-        leave handbags, briefcases, bags, etc. In the checkroom when visiting reading rooms with open access to the funds.

-        observe silence and order when visiting library and working in library departments.

-        not use cell phones in reading rooms and at the loan desks.

-        prevent damage of furniture, equipment and interior elements, information and navigation systems of the library.

3.6.    Users of all groups are responsible for:

-        damage caused to the library on the basis of Articles 9 and 13 of Federal Law «On library service» (1994);

-        in cases stipulated by the current legislation and these Terms.

3.7.    Users of all groups can be bring to responsibility:

-        for non-compliance of these Terms – in a form of warning, which is recorded in library card, and also marked in electronic user record. User, who gets 1-2 warnings during the period of library usage, can be deprived of the right to use library resources and services for the period from 2 weeks up to 3 months. User, who gets 3 and more warnings can be deprived of the right to use library services;

-        for the loss and damage to the library card – in the form of compensation for damage done in amount of library card cost (with barcode);

-          for the damage to the barcodes of the items - in the form of compensation for damage done;

-        for the damage to the items, provided by the library for temporary use (marks, underlining, tearing off and  folding down the corners of the pages) – in form of deprivation of right to use the library for the period from 2 weeks up to 6 months. The user can restore loose pages by making copies of these pages from the similar item. Responsibility for the damage is laid upon the user, who has been the last to borrow the item (according to the record of check-out history for the named item in ALIS) and has not claimed the defects during the check-out;

-          for the loss of the items, provided by the library for temporary use, – in form of replacing them with the same items or the items,  èëè èçäàíèÿìè, recognized by the Library as equivalent in content. In case, when replacing is not possible, the user refund it in a form of compensation for the damage done, in cash in amount of fivefold book cost of the lost item, for the single copy or rare book and threefold book cost for other items;

-        for the violation of item use terms – in amount of above permitted usage period cost, defined in p. 2 of the  Price, affirmed by the Head of SUSU.

-        for the damage for the equipment and furniture of the library in a form of compensation for the damage done in amount of â âèäå êîìïåíñàöèè ïðè÷èíåííîãî óùåðáà â ðàçìåðå ñòîèìîñòè repair and renewal works cost.

Rights, duties and responsibilities of the library
on user services

4.1.    Library is to:

-        provide conditions for implementation of rights for free access to the information and documents from the library funds;

-        improve the quality of user services, enlarging variety of library, information and other services, ensuring completeness and efficiency of their provision;

-        ensure free access to the library bibliographic and information resources and services for all user groups, according to their rights in library services;

-        inform users about all types of library resources and services;

-        improve library and bibliographic-information user services, implementing new library and information technologies;

-        request documents, necessary for users with the help of inter-library loan from other libraries, in case when there is no such documents in the funds of the library;

-        perform permanent, control of returning of checked-out books, materials and documents back into the library;

-        spread information about event and services of the library among the university society;

-        provide and supporting comfortable work conditions for users;

-        systematically give information about library activities to the users.

4.2.    Library has right to:

- Prepare and make some amendments and corrections to the Terms of library use, according to the «The provisions of the SUSU Scientific Library» for approval of the University Head;

-        prepare and give the list of additional library and information services, which are provided for charge, with indication of their costs to the approval of the University Head;

-        set and change periods of usage, according to the user demand, for items and other materials from the library funds;

 -   based on the warnings for the violation of Term of use, given to the users of the library,  limit or terminate their access to the information and library services;

-        inform Dean’s offices about violation of Terms of use, made by students;

-        define conditions of library bibliographic and information resources, according to the contracts with legal bodies and individuals;

-        do not give answer to the messages, received on the «Guest book» page of the library site, if they are expressed without complying with the rules of communication.

4.3.    Library is responsible for:

-        quality of user services and other library and information services, provided by the library;

-        for the safety and security of funds and other library bibliographic and information resources.

5.      Service order in the library

5.1.   Registration (recording) of users.

-        Registration of all categories and groups of users is performed upon request to the library and also upon the decree of the university head on the  enrollment or employment to the university;

-        Registration of the 1st course students of all study forms is performed automatically after recording their data into ALIS, based on the university head’s decree on enrollment;

-          Electronic user record in ALIS and library card of the established format, depending on the user group, are completed in the department of registration and recording of users, excluding cases,  provided by these rules;

-        For registration it is necessary to give the following documents to the librarian:

§  academic staff and personnel of the university – standard staff ID (or letter from the personnel department of the university) and passport;

§  students of all forms of study, including master’s degree students – student ID (or letter from the dean’s office) and passport;

§  post-graduate students – standard post-graduate student ID (or letter from post-graduate center) and passport;

§  candidates for a degree – contract with the university, head of the university’s decree and passport;

§  long-service employees of the university – standard form of the «Long-service employees of the university» ID and passport;

§  other persons, who are not students and personnel of the university and representatives of organizations – passport and contract (for organizations);

§  personnel, not related to educational processes – standard ID (or letter from the personnel department of the university) and passport;

§  ILL participants – passport, application and/or letter of guarantee from the organization, contract for ILL service, ILL order form.

-        When passing registration, user should read and understand Terms of library use and List of services, which he has access to;

-        Signature of the user in the library card or other document, defined by the library, represent that the user has read and understood these Terms;

-        Copy of the library card is given in case of loss of the permanent or temporary library card (including paid one). The copy is given for charge, according to the decree of the university head and effectual Price list;

-        Copy of the library card is given on the base of the user application about the loss or damage, made to the library card, payment receipt/check for the copy and items returned to the library. Damaged library card is given back to the department of library users registration;

-        In case of repeated loss the second copy of the library card is given on the same base, as the first one;

-        In case, when the original library card is found after receiving a copy, the copy is given back to the department of user registration;

-        If the user has two or more library cards, it is considered to be the violation of the Terms of library use and can be the base for expelling the user from the group of library  users.

5.2.   Re-registration of users.

-        Users of groups A and B are re-registered annually for further usage of library. Re-registration is performed in library users registration department within the period from 1st of July till 31st of December of the present year. Users of the group C can reregister paid library card;

-       Users, who have library debts, can’t be re-registered;

-        To pass re-registration the user should bring:

§  permanent or temporary library card;

§  renewed student ID or standard ID of the university personnel;

§  passport.

5.3.   Order of use for reading rooms.

-        Circulation of items in reading room with limited access to the funds is performed on the base of filled-in standard library request card;

-       In reading rooms with open access to the funds the user can take necessary items from the shelves by himself. All the items, taken from the shelves should be returned to the special carts;

-        Items circulation in reading rooms with limited access to the funds is registered in electronic user record;

-        If there are no necessary items in the reading rooms, they are called from the main library stack, according to the user request. These items can be booked for the period of 5 days in the absence of demand for them;

-        Number of items, which can be lend out in the reading room at once, is up to 10, 5 taken from the reading room, 5 – from the main library stack;

-        Items, taken in reading rooms, can be used only in working hours of the reading room during the day;

-        Items, which are not single copy, can be lent out from funds of the reading rooms on the request of user for short period (1 day), 2 days on weekend or holidays;

-       Time of use of a highly demanded item can be limited, but the limit can be not less than 2 hours;

-        Main stack items (first and single copies), encyclopedias, reference, periodical, abstract and other informational items, rare and valuable books, unpublished works (dissertations), publications from the limited usage fund,  can be lent out only for work in reading rooms.

5.4.   Order of use for loan desks.

-        Circulation of items is performed on the basis of the filled in standard library request card and is registered in electronic user record;

-        Each item is checked out only in a single copy;

-    Period of usage for each item is defined by the class of the item, marked in ALIS;

-        Period of usage for each item can be prolonged in the absence of the demand;

-        All items, taken by the students in expired academic year, should be returned back to library till 5th, July, with the exception of the items, necessary for passing  work experience internship. Period of usage can be extended against presentation of letter from the dean’s office, upon the termination of the internship the items should be returned.

 

5.5.   Order of use for inter-library loan (ILL).

-        To order items, which are not available in library funds, with the help of ILL, the user fills in standard form of request, one for each requested item;

-        Period of usage for the items, received via ILL, is defined by the library of the city or country, providing them and can’t be extended;

-        Items, received via ILL, are given out to users only for working in reading rooms;

-        ILL library services are available for the libraries of different systems, establishments and organizations, according to the standard form of the contract for the period of 1 year and filled in standard request forms;

-        Completion period for the ILL request is 1-5 days.

-       Encyclopedias,  reference editions, periodicals (including newspapers), abstract publications and other informational editions, items from restricted circulation funds, íîðìàòèâíî-òåõíè÷åñêîé  documentation, rare and valuable books, unpublished works (dissertations) and theses, à òàêæå èçäàíèÿ ïîâûøåííîãî ñïðîñà and åäèíñòâåííûå ýêçåìïëÿðû.

-        Items can be given out to the  ILL customer-library in quantity not more than 5 items for a period from 10 to 30 days. Period of usage for certain items can be reduced or extended at the discretion of the library.

5.6.    Beneficial user services.
The following types of users have additional rights (privileges) in library services.

-        Academic staff of the main university (faculty):

§  priority in library services in all library departments;

§  request and delivery of requested items from the main fund and sector reading rooms on the  delivery desk in «Professorskiy» reading room (202/3d);

§  request for items from the library stacks in ALIS «Electronic request»  system and/or via email with indication of full name of the user, chair / department of the university and period / date of the request completion;

§  borrowing of foreign language editions from the foreign literature reading room for a short period of time (not longer than 1 month).

-        Full-time post-graduate students:

§  request for items from the library stacks in ALIS «Electronic request»  system and/or via email with indication of full name of the user, chair / department of the university and period / date of the request completion;

§  borrowing of foreign language editions from the foreign literature reading room for a short period of time (not longer than 2 weeks).

-        Long-term employees of the university, personnel of the offices, departments, services and other structural parts of the main university, not related to the academic process:

§  borrowing of fiction and popular literature at the loan desk of fiction literature upon availability of personnel ID or long-term university employee ID.

-        Users with special needs:

§  borrowing of the items from reading rooms for the period not longer than 2 days.

-        Library personnel:

§  borrowing of the items from library stacks and reading rooms on the basis of «Staff loan desk» for the period not longer than 15 days.
